David Kooger joined WVU athletics as its Senior Associate Athletics Director for Governance and Compliance in October 2022.
At West Virginia, Kooger will oversee and direct the compliance unit, assuring that the athletics department complies with all applicable rules and regulations of the NCAA, Big 12 and West Virginia University. He will provide oversight of the implementation and maintenance of systems for communication, organization, documentation and evaluation to establish accountability in all areas of department compliance, assuring institution and its representatives (coaches and staff) understand and follow NCAA regulations.
As a member of the senior athletics staff, Kooger will also serve as the department lead on student-athlete name, image and likeness. His NIL duties include educating and monitoring student-athletes, coaches, staff and constituents in NIL rules and regulations. He will also participate in various campus committees and state, regional and national professional organizations along with having sport oversight of wrestling.
Kooger comes to WVU from the University of Texas El Paso where he worked in compliance since 2011, first as an assistant and then as assistant athletic director. He directed all aspects of the Compliance Office and maintained UTEP’s governance, regulations, policies and procedures with the NCAA and Conference USA.
As a member of UTEP’s senior staff, Kooger served as the women's basketball and volleyball game day administrator and also oversaw the strength and conditioning department. He was also the sport administrator for the soccer and rifle programs and served as a member of the NCAA men's and women's rifle committee. Additionally, he led UTEP’s name, image and likeness program and directed all diversity, equity and inclusion initiatives for the Miners.
Kooger got his start in collegiate athletics in 2009 at Texas A&M where he worked in compliance and academics for the Aggies.
He earned his bachelor's degree in from Calvin College in 2009 and a master’s degree from Texas A&M in 2011. Kooger is a graduate of the prestigious NCAA Dr. Charles Whitcomb Leadership Institute and a member of the National Association for Athletics Compliance (NAAC).
